Would umpires obey a commissioner's order to not call time outs?

Sure. The umpires work for the league. Yes, the umpires have a union but they are more weak than ever due to replay, review and challenges. An automated strike zone is just a matter of time.

The umpires can easily be replaced. Not so the players. The players also have a union but the players are the product. And while most players can be replaced, star players are like stars in any industry.

Commissioner should order umpires to not call time out. And ban the manager and coaches from the field. Friday, February 24, 2017

Time Out is called by the umpires, NOT players, coaches, managers. Enforcing that would speed up pace of play. Friday, March 3, 2017

Now all that's needed is a commissioner with a little nerve and a little imagination. The commissioner doesn't need a lot of either but both are necessary for this.
