Suppose Barry Bonds, Roger Clemens and Mark McGwire wanted to play in 2014? Would Selig suspend them?

Retired players Barry Bonds, Roger Clemens and Mark McGwire all used performance enhancing drugs (PED), including steroids.  McGwire even admitted it in 2010 and subsequently has worked as a batting coach where he influences active players.

What if they wanted to play in 2014?

Would Major Baseball League (MBL) commissioner Allen Huber "Bud"Selig use his newly certified plenipotentiary powers and invoke the Alex Rodriguez "I don't need no failed drug test" precedent and suspend them for the entire 2014 season?

If not, why not?
