It's not just TV commercials, which impact the total time. It's the dead time between each pitch, which reduces the pace to slow motion torture.
There was a recent report about substantive changes that may considered to speed up games. Apparently the owners are waiting for the demise of too long commissioner Allan Huber "Bud" Selig, who disastrously insists on presiding over one more winter meeting in December and whose presence will mitigate any reform movement. The owners are just too wimpy to rock the boat, no matter how leaky.
