Do 11 ERA+ 125 seasons make Mike Mussina a Hall of Fame pitcher?

MLB Network had a fill in host, Tom Verducci, try this: number of seasons with ERA+ at least 125. Mike Mussina, the object of Verducci's aggrandizement, had 11 such seasons and Roger Clemens had 15. The inference was that Mussina should therefor be elected to the Hall of Fame this year.

I ran a query on baseball-reference.com that was limited to years 1946-2018. The pitchers, obviously had to qualify for leading in ERA. For 162 games that would be 162 innings pitched.

ERA+ 125 means that the adjusted ERA was 25% above league average; good but not great. One wonders why 140 or 150 was not used.

Clemens 12
Mussina 4

Seasons with ERA+ at least 150:
Clemens 10
Mussina 2

1,220 pitcher seasons since 1946 were found with ERA+ at least 125.

Mike Mussina had two in the top 200:
137. 164 1994 (strike season; Mussina 176 innings)
200. 157 1992
