Max Scherzer won the Cy Young award in 2016. So far in 2017 Scherzer has pitched 134 innings and leads the NL in ERA, SO, ERA+, FIP, WHIP, SO9. Scherzer may win the CY award again. Scherzer also won the AL CY in 2013. His most innings were 228 in both 2015 and 2016.
Scherzer is being paid about $22 million in 2017 and another $22 million in 2018. Then his pay balloons in 2019 to $42 million with deferments, which gets too complicated for this post.
Aroldis Chapman will be paid $17 million each season 2017 through through 2021. Chapman has pitched 24 innings in 2017. His most innings were 72 in 2012.
David Robertson will be paid $12 million in 2017 and $13 million in 2018. Robertson has pitched 33 innings in 2017. His most innings were 66 in both 2011 and 2013.

Scherzer: 134 innings; $22 million
Chapman and Robertson: (24+33)=57; ($17+$12) $29 million

When Scherzer was a free agent between the 2014 and 2015 seasons, Yankee General Manager Brian Cashman made no attempt to sign Scherzer. Since then, Cashman has added both Chapman and Robertson to the Yankee bullpen but not any notable free agent starting pitcher.
