Harsh? Not really. Not when you consider the imaginary nature of the strike zone and the arbitrary way in which it is implemented.

Among the team sports baseball, football and basketball "balls and strikes" is by far the most ridiculous set of rules, especially considering that it is at the core of baseball.
AND, it's easily improved ... a LOT. Also consider:
Why is a foul ball a strike?
Why have called strikes at all? Calling balls would still be needed but not calling strikes would force the pitcher to throw it right down Broadway. That should have always been the objective.
Give the batting team the option on a walk to use a pinch runner who remains eligible to play and let the batter have another plate appearance, now with his pinch runner at first.
